堅決遏制重特大事故(gu) 加快(kuai)構建(jian)風(feng)險等級管控(kong)、隱患排查治(zhi)理兩條(tiao)防(fang)線,對重點領域、重點區域、重點部位(wei)、重點環節和重大危險源,采取有效的技術、工程和管理控(kong)制措施,健全監測預警(jing)應急機制,切實降低重特大事故(gu)發生頻(pin)次和危害后(hou)果(guo),最大限度(du)減少人員(yuan)傷亡和財產損失(shi)。
