以習近(jin)平(ping)新(xin)時代中國(guo)特色社會主義(yi)思想(xiang)為指(zhi)導,深入貫徹黨的(de)二十(shi)大精(jing)神(shen),認真落(luo)實習近(jin)平(ping)生(sheng)態文(wen)明思想(xiang)和習近(jin)平(ping)總書記對廣(guang)東、廣(guang)州(zhou)系列重要講話和重要指(zhi)示精(jing)神(shen),完整、準確(que)、全面貫徹新(xin)發(fa)(fa)展(zhan)理念(nian),服務和融(rong)入新(xin)發(fa)(fa)展(zhan)格局(ju),立足廣(guang)州(zhou)實際,科(ke)學準確(que)處理發(fa)(fa)展(zhan)與減排、整體(ti)與局(ju)部(bu)、短期與中長(chang)期的(de)關(guan)系,按照著眼長(chang)遠(yuan)總體(ti)部(bu)署(shu)、統籌安(an)排一體(ti)推進、多方發(fa)(fa)力(li)(li)(li)重點突破、科(ke)學發(fa)(fa)展(zhan)確(que)保安(an)全的(de)總體(ti)要求,結合(he)各區(qu)、各行業碳排放(fang)現狀和減排潛力(li)(li)(li),分(fen)類別、分(fen)領域(yu)明確(que)碳達(da)峰目(mu)標任務,積極(ji)穩妥推進碳達(da)峰碳中和,全力(li)(li)(li)推動綠(lv)色廣(guang)州(zhou)、美麗(li)廣(guang)州(zhou)建設,為全省、全國(guo)2030年前順(shun)利實現碳達(da)峰目(mu)標作出積極(ji)貢獻,奮力(li)(li)(li)高質(zhi)量實現老城市(shi)新(xin)活力(li)(li)(li)、“四個(ge)出新(xin)出彩”,努力(li)(li)(li)打造全國(guo)乃至(zhi)全球綠(lv)色高質(zhi)量發(fa)(fa)展(zhan)示范樣板。 按照黨中(zhong)(zhong)央、國務院總體(ti)(ti)部署和(he)省(sheng)委、省(sheng)政(zheng)府工(gong)(gong)作(zuo)安(an)排,強化(hua)市(shi)層面(mian)頂層設(she)計(ji),加(jia)(jia)大(da)統籌(chou)協調力度(du),堅持穩中(zhong)(zhong)求進(jin)工(gong)(gong)作(zuo)總基調,將碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)納入生態(tai)文明建設(she)整體(ti)(ti)布(bu)局(ju)和(he)經(jing)濟(ji)社(she)(she)會中(zhong)(zhong)長期規劃一體(ti)(ti)推(tui)進(jin)。立足各區、各領域(yu)、各行業(ye)(ye)發展(zhan)實際,合理制定目標(biao)任(ren)務,推(tui)動(dong)重(zhong)點(dian)領域(yu)、關鍵行業(ye)(ye)和(he)有(you)條(tiao)件的(de)區盡(jin)早達(da)峰。更(geng)好發揮(hui)政(zheng)府在(zai)(zai)優(you)化(hua)公共服(fu)務、營造(zao)良好營商環境、促進(jin)公平競爭、強化(hua)市(shi)場監管(guan)等方面(mian)的(de)管(guan)理服(fu)務職能(neng),充分發揮(hui)市(shi)場、企業(ye)(ye)在(zai)(zai)推(tui)進(jin)碳(tan)達(da)峰工(gong)(gong)作(zuo)、特別是科技(ji)創(chuang)新方面(mian)的(de)基礎性(xing)、主體(ti)(ti)性(xing)作(zuo)用。加(jia)(jia)快調整產業(ye)(ye)結構(gou),優(you)化(hua)能(neng)源結構(gou),加(jia)(jia)快形成節約(yue)能(neng)源和(he)保護環境的(de)生產生活方式,推(tui)動(dong)全社(she)(she)會深(shen)度(du)降碳(tan)。穩妥有(you)序推(tui)進(jin)全市(shi)碳(tan)達(da)峰行動(dong),在(zai)(zai)確保安(an)全的(de)前(qian)提(ti)下(xia),實現經(jing)濟(ji)社(she)(she)會高質量發展(zhan)。 “十(shi)四五”期(qi)間,清潔(jie)低碳(tan)安全高效(xiao)的(de)能(neng)源(yuan)(yuan)體系更(geng)加(jia)健全,綠色便捷(jie)經濟的(de)現(xian)代化(hua)綜合交通運輸(shu)體系基本(ben)建成(cheng),能(neng)源(yuan)(yuan)資源(yuan)(yuan)利用效(xiao)率(lv)全國(guo)領先,綠色低碳(tan)生(sheng)(sheng)活方式成(cheng)為(wei)公(gong)眾自(zi)覺行(xing)動。到2025年,單位(wei)地區生(sheng)(sheng)產總(zong)值能(neng)源(yuan)(yuan)消耗比(bi)2020年下降(jiang)14.5%,單位(wei)地區生(sheng)(sheng)產總(zong)值二(er)氧(yang)化(hua)碳(tan)排放完成(cheng)省下達的(de)目標,為(wei)全市實現(xian)碳(tan)達峰(feng)奠定(ding)堅(jian)實基礎。 “十五五”期間,清(qing)潔(jie)低(di)碳安全高效(xiao)的能源體系(xi)和(he)現代綜合交通運(yun)輸體系(xi)全面建成,能源資源利用效(xiao)率持續提升。到2030年,單位地(di)區(qu)生(sheng)產總值能源消耗和(he)單位地(di)區(qu)生(sheng)產總值二氧(yang)化碳排放的控制水平繼續走(zou)在(zai)國內城市前列,確保全市碳排放在(zai)2030年前達到峰值。 抓住碳排(pai)放重點領域(yu)、行業和關鍵環節,加(jia)快優化能(neng)源結構(gou),強化能(neng)源節約和能(neng)效提升,深入推進工業、城鄉建設、交(jiao)通運(yun)輸等重點領域(yu)節能(neng)降碳,大幅提高(gao)科技創新水平,建立健全有利于綠色低碳發(fa)展的市場(chang)體系,穩步提升生態系統碳匯能(neng)力,全面(mian)形成全社會綠色低碳生活新風尚,探索開展碳達(da)峰碳中和試點示范,堅決(jue)將碳達(da)峰貫穿于經濟社會發(fa)展的全過程和各(ge)方面(mian)。 (一)能源綠色(se)低碳(tan)轉型行(xing)動(dong)。 推動能(neng)源(yuan)(yuan)革命,嚴格合(he)理控制煤炭、油品等高(gao)碳(tan)(tan)能(neng)源(yuan)(yuan)消(xiao)費,擴大天然氣利(li)用規模,加快發(fa)展(zhan)新能(neng)源(yuan)(yuan),堅持先立后破(po)、通盤(pan)謀(mou)劃,在新能(neng)源(yuan)(yuan)安全可(ke)靠的(de)基礎(chu)上,逐(zhu)步減少傳統能(neng)源(yuan)(yuan)消(xiao)費,構建清潔低碳(tan)(tan)安全高(gao)效的(de)能(neng)源(yuan)(yuan)體系。 1. 持(chi)續推(tui)(tui)進煤(mei)(mei)炭清潔高(gao)效(xiao)(xiao)利(li)用(yong)。推(tui)(tui)動(dong)煤(mei)(mei)炭消費(fei)減(jian)量(liang)替代(dai)和(he)清潔高(gao)效(xiao)(xiao)利(li)用(yong),壓減(jian)非發電(dian)用(yong)煤(mei)(mei),嚴格控(kong)制水泥(ni)、石化(hua)、紡織、化(hua)工(gong)等(deng)重(zhong)點(dian)行業(ye)煤(mei)(mei)炭消費(fei)量(liang)。夯實煤(mei)(mei)炭煤(mei)(mei)電(dian)兜(dou)底保障(zhang),推(tui)(tui)動(dong)珠江電(dian)廠、恒運電(dian)廠等(deng)臨近服役(yi)期(qi)滿(man)的煤(mei)(mei)電(dian)機組等(deng)容量(liang)替代(dai)工(gong)作,推(tui)(tui)動(dong)在(zai)役(yi)煤(mei)(mei)電(dian)機組開展(zhan)“一機一策(ce)”改造升(sheng)級,確(que)保煤(mei)(mei)電(dian)機組能效(xiao)(xiao)提升(sheng)。探(tan)索建(jian)設(she)大型煤(mei)(mei)電(dian)機組二氧化(hua)碳捕集利(li)用(yong)與封存示(shi)范(fan)項目。 2. 合(he)(he)理(li)控(kong)制(zhi)油(you)(you)(you)品(pin)消(xiao)費。加(jia)快推動交通運輸領域“油(you)(you)(you)改(gai)氣”“油(you)(you)(you)改(gai)電”工(gong)程,探(tan)索生物燃油(you)(you)(you)在(zai)(zai)航(hang)空運輸業(ye)的(de)示(shi)范應(ying)用(yong),持續提(ti)升終端燃油(you)(you)(you)油(you)(you)(you)品(pin)利用(yong)效率。控(kong)制(zhi)石(shi)化等重點行業(ye)新增油(you)(you)(you)品(pin)消(xiao)費規模,鼓勵先進集約的(de)石(shi)油(you)(you)(you)加(jia)工(gong)轉換方式。控(kong)制(zhi)“十(shi)四(si)五(wu)”期間(jian)(jian)油(you)(you)(you)品(pin)消(xiao)費增速(su)在(zai)(zai)合(he)(he)理(li)區間(jian)(jian),推動油(you)(you)(you)品(pin)消(xiao)費總量在(zai)(zai)“十(shi)五(wu)五(wu)”期間(jian)(jian)實現達峰并穩中有降。 3. 積極擴大天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)利用(yong)規模。合理規劃布(bu)局建設天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)調(diao)峰電(dian)(dian)站(zhan)和(he)熱電(dian)(dian)聯產(chan)(chan)集中供熱項(xiang)目,建成(cheng)投產(chan)(chan)珠江天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)電(dian)(dian)廠二期、花都(dou)天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)熱電(dian)(dian)、恒運白云天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)發(fa)(fa)(fa)電(dian)(dian)等一批高效天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)發(fa)(fa)(fa)電(dian)(dian)項(xiang)目。鼓勵工(gong)業(ye)園區、交通樞紐(niu)、商務區等負荷集中區域(yu)靈活布(bu)局分布(bu)式能源站(zhan)。優先保障民生用(yong)氣(qi)(qi)(qi)(qi),全(quan)面推(tui)動工(gong)業(ye)企業(ye)天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)大用(yong)戶直供。多渠道拓展海內外氣(qi)(qi)(qi)(qi)源,持(chi)續完善天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)輸(shu)配網絡,穩步提高主干管(guan)網輸(shu)配能力和(he)覆(fu)蓋(gai)率。到2025年(nian),建成(cheng)天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)發(fa)(fa)(fa)電(dian)(dian)裝機900萬(wan)千瓦;到2030年(nian),力爭天(tian)(tian)(tian)(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)發(fa)(fa)(fa)電(dian)(dian)裝機達(da)到1200萬(wan)千瓦。 4. 加(jia)(jia)快(kuai)(kuai)發(fa)展新能(neng)(neng)源。加(jia)(jia)大(da)力(li)度(du)推(tui)進太(tai)陽能(neng)(neng)開發(fa)利用,加(jia)(jia)快(kuai)(kuai)黃埔、花都(dou)、從化(hua)整區屋頂(ding)分布(bu)式光(guang)伏開發(fa)試點建設(she),積極(ji)(ji)推(tui)動(dong)公共機構建筑、工業(ye)園區、企業(ye)廠房、物流倉儲(chu)基地(di)(di)等建筑物屋頂(ding)建設(she)光(guang)伏項目。統籌規(gui)(gui)劃(hua)生(sheng)活垃圾焚燒發(fa)電(dian)設(she)施(shi)布(bu)局(ju),積極(ji)(ji)推(tui)進福山電(dian)廠二期(qi)等生(sheng)物質(zhi)電(dian)廠建設(she),提高生(sheng)物柴油的生(sheng)產能(neng)(neng)力(li),加(jia)(jia)快(kuai)(kuai)生(sheng)物質(zhi)能(neng)(neng)在(zai)農業(ye)生(sheng)產和日常照明(ming)、炊事、制(zhi)冷中(zhong)的應用。在(zai)南(nan)沙、從化(hua)等區合理布(bu)局(ju)建設(she)分散式風電(dian)項目。探索氫(qing)能(neng)(neng)作為(wei)傳統燃(ran)料(liao)替代,推(tui)動(dong)氫(qing)能(neng)(neng)在(zai)交通、電(dian)力(li)、熱(re)力(li)等領(ling)域的示范和規(gui)(gui)模(mo)化(hua)應用。鼓勵從化(hua)、增城等區拓展地(di)(di)熱(re)能(neng)(neng)應用領(ling)域,積極(ji)(ji)謀(mou)劃(hua)天然氣水合物產業(ye)化(hua)。到2025年,可再(zai)生(sheng)能(neng)(neng)源發(fa)電(dian)裝機力(li)爭(zheng)達(da)到250萬千瓦(wa)左右;到2030年,力(li)爭(zheng)達(da)到300萬千瓦(wa)左右。 5. 建(jian)(jian)(jian)設新(xin)型電(dian)(dian)力系統(tong)。服(fu)務碳(tan)達峰碳(tan)中和,以(yi)數字(zi)電(dian)(dian)網(wang)(wang)推(tui)(tui)動(dong)(dong)構建(jian)(jian)(jian)適應新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)占比(bi)逐漸(jian)提高的新(xin)型電(dian)(dian)力系統(tong),加(jia)快數字(zi)化轉型和數字(zi)電(dian)(dian)網(wang)(wang)建(jian)(jian)(jian)設。加(jia)快建(jian)(jian)(jian)設廣(guang)州(zhou)堅強主網(wang)(wang)架,增加(jia)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)能(neng)(neng)力,積極(ji)接納(na)區(qu)(qu)外清潔能(neng)(neng)源(yuan)(yuan)(yuan)送入,保障本(ben)地新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)機(ji)(ji)組應接盡接、全額消納(na)。推(tui)(tui)動(dong)(dong)大數據(ju)、人(ren)工智能(neng)(neng)、第(di)五代移(yi)動(dong)(dong)通信(5G)、區(qu)(qu)塊鏈等(deng)(deng)技(ji)術與(yu)電(dian)(dian)力系統(tong)深度融合(he),結合(he)國家(jia)新(xin)區(qu)(qu)、鄉村振興、科技(ji)創(chuang)新(xin)、氫(qing)能(neng)(neng)產業布局、區(qu)(qu)域產業發(fa)展(zhan),打造廣(guang)州(zhou)超大型城市(shi)新(xin)型電(dian)(dian)力系統(tong)示(shi)范(fan)(fan)區(qu)(qu),建(jian)(jian)(jian)成南(nan)沙全國最大5G+智能(neng)(neng)電(dian)(dian)網(wang)(wang)、南(nan)沙“多位一體”微能(neng)(neng)源(yuan)(yuan)(yuan)網(wang)(wang)項目(mu)。積極(ji)支持(chi)源(yuan)(yuan)(yuan)網(wang)(wang)荷儲(chu)一體化、多能(neng)(neng)互(hu)補的綜合(he)能(neng)(neng)源(yuan)(yuan)(yuan)項目(mu)建(jian)(jian)(jian)設,建(jian)(jian)(jian)成國際金融城起步區(qu)(qu)、明(ming)珠(zhu)工業園、南(nan)沙超級堤(di)等(deng)(deng)示(shi)范(fan)(fan)項目(mu)。鼓(gu)勵和規范(fan)(fan)發(fa)電(dian)(dian)側、電(dian)(dian)網(wang)(wang)側、用戶側儲(chu)能(neng)(neng)及獨立儲(chu)能(neng)(neng)等(deng)(deng)各類(lei)新(xin)型儲(chu)能(neng)(neng)項目(mu)示(shi)范(fan)(fan)應用和規模(mo)化推(tui)(tui)廣(guang)。探索開展(zhan)電(dian)(dian)氫(qing)協同(tong)支撐構建(jian)(jian)(jian)新(xin)型電(dian)(dian)力系統(tong)的技(ji)術研究、集成驗證(zheng)及工程(cheng)示(shi)范(fan)(fan)。加(jia)強用電(dian)(dian)需求側管(guan)理,完善需求側響(xiang)應政(zheng)策(ce)支持(chi)及補貼機(ji)(ji)制,利用市(shi)場化手段積極(ji)引導工商業可中斷負荷、電(dian)(dian)動(dong)(dong)汽車充(chong)電(dian)(dian)網(wang)(wang)絡、虛擬電(dian)(dian)廠等(deng)(deng)參(can)與(yu)系統(tong)調(diao)節。到(dao)2025年(nian),建(jian)(jian)(jian)成超大城市(shi)堅強智能(neng)(neng)電(dian)(dian)網(wang)(wang),新(xin)型儲(chu)能(neng)(neng)裝機(ji)(ji)容量達到(dao)20萬千瓦左右;到(dao)2030年(nian),基本(ben)具備5%以(yi)上的尖峰負荷響(xiang)應能(neng)(neng)力。 實行全(quan)(quan)面節約戰略,提高能源投入產(chan)出效率。大力(li)發展循環經濟,積(ji)極推廣(guang)綜(zong)合能源服務、合同能源管理等模(mo)式,全(quan)(quan)面提高資(zi)源綜(zong)合利用效率,推動減(jian)污降碳協同增效,充分發揮節能降碳增效對實現(xian)碳達峰的關鍵作(zuo)用。 6. 全方位(wei)提升(sheng)(sheng)節(jie)(jie)能(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)管(guan)理水平。嚴格控(kong)(kong)制(zhi)(zhi)能(neng)(neng)(neng)耗強(qiang)度和(he)(he)碳(tan)(tan)(tan)排(pai)放強(qiang)度,合理控(kong)(kong)制(zhi)(zhi)能(neng)(neng)(neng)源(yuan)(yuan)消費總(zong)量,探索建立(li)(li)碳(tan)(tan)(tan)排(pai)放總(zong)量控(kong)(kong)制(zhi)(zhi)制(zhi)(zhi)度。推(tui)行市、區、重(zhong)點(dian)用(yong)(yong)能(neng)(neng)(neng)單位(wei)三級用(yong)(yong)能(neng)(neng)(neng)預算管(guan)理,嚴格執行節(jie)(jie)能(neng)(neng)(neng)審查(cha)制(zhi)(zhi)度,將節(jie)(jie)能(neng)(neng)(neng)審查(cha)與各區能(neng)(neng)(neng)耗雙(shuang)控(kong)(kong)指標掛鉤(gou),對項目用(yong)(yong)能(neng)(neng)(neng)和(he)(he)碳(tan)(tan)(tan)排(pai)放情況進行綜合評價,實現節(jie)(jie)能(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)源(yuan)(yuan)頭管(guan)控(kong)(kong)。完善能(neng)(neng)(neng)耗雙(shuang)控(kong)(kong)制(zhi)(zhi)度,健全能(neng)(neng)(neng)耗雙(shuang)控(kong)(kong)目標責任考核體系,壓實各方主體責任。強(qiang)化重(zhong)點(dian)用(yong)(yong)能(neng)(neng)(neng)單位(wei)管(guan)理,加強(qiang)能(neng)(neng)(neng)耗在線(xian)監測系統(tong)建設,大幅提升(sheng)(sheng)用(yong)(yong)能(neng)(neng)(neng)管(guan)理的信息化、精(jing)細化水平。建立(li)(li)廣州綠(lv)色節(jie)(jie)能(neng)(neng)(neng)低碳(tan)(tan)(tan)技術(shu)共享服(fu)務庫(ku),大力推(tui)廣節(jie)(jie)能(neng)(neng)(neng)減(jian)排(pai)技術(shu)及成果應用(yong)(yong)。加強(qiang)節(jie)(jie)能(neng)(neng)(neng)監察(cha)執法隊伍(wu)建設,建立(li)(li)跨(kua)部門(men)聯動(dong)監察(cha)機(ji)制(zhi)(zhi),強(qiang)化節(jie)(jie)能(neng)(neng)(neng)審查(cha)事中事后(hou)監管(guan)。 7. 推(tui)行(xing)綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)造(zao)方式。開展建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)施(shi)(shi)工(gong)(gong)節能(neng)降碳(tan)技術研究(jiu),推(tui)廣綠(lv)色(se)(se)施(shi)(shi)工(gong)(gong)管理。加大裝配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)等綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)造(zao)方式的推(tui)廣力(li)度,推(tui)廣鋼結構建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)。提(ti)升(sheng)綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)材(cai)(cai)(cai)、可(ke)再循環材(cai)(cai)(cai)料(liao)和(he)(he)可(ke)再利用(yong)材(cai)(cai)(cai)料(liao)在房屋(wu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)(he)市政基礎設施(shi)(shi)中(zhong)的應用(yong)比例(li),降低建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)材(cai)(cai)(cai)料(liao)消耗(hao)(hao)。建(jian)(jian)(jian)(jian)立(li)施(shi)(shi)工(gong)(gong)能(neng)耗(hao)(hao)和(he)(he)碳(tan)排放(fang)統計制(zhi)度,研究(jiu)建(jian)(jian)(jian)(jian)立(li)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)施(shi)(shi)工(gong)(gong)能(neng)耗(hao)(hao)限額管理制(zhi)度。到2025年,實(shi)現(xian)(xian)裝配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面積占新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)的面積比例(li)不低于50%;到2030年,實(shi)現(xian)(xian)裝配(pei)式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面積占新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)的面積比例(li)不低于70%,星級綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全面推(tui)廣綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)材(cai)(cai)(cai),施(shi)(shi)工(gong)(gong)現(xian)(xian)場建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)材(cai)(cai)(cai)料(liao)損耗(hao)(hao)率比2020年降低20%以上(shang)。 17. 強化建(jian)筑(zhu)(zhu)低(di)(di)碳運營管(guan)(guan)理(li)。建(jian)立城市(shi)建(jian)筑(zhu)(zhu)用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)數據(ju)共(gong)(gong)享機制,提(ti)升建(jian)筑(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)監測能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力。以(yi)越秀(xiu)等區(qu)為重點,對(dui)年(nian)用(yong)電(dian)量500萬千瓦時(含)以(yi)上的大(da)型(xing)公共(gong)(gong)建(jian)筑(zhu)(zhu)逐步實(shi)行能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)限(xian)額管(guan)(guan)理(li)。對(dui)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效水(shui)平較低(di)(di)的公共(gong)(gong)建(jian)筑(zhu)(zhu)鼓(gu)勵(li)以(yi)合同能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源管(guan)(guan)理(li)等市(shi)場化模(mo)式開(kai)展節(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)改造(zao)。提(ti)升社(she)區(qu)物業(ye)節(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)(guan)理(li)水(shui)平,倡導居民合理(li)用(yong)電(dian)、節(jie)約用(yong)電(dian),結合城市(shi)更新(xin)和老舊(jiu)小區(qu)改造(zao),推(tui)動既有居住(zhu)建(jian)筑(zhu)(zhu)綠色化改造(zao)。到2030年(nian),大(da)型(xing)公共(gong)(gong)建(jian)筑(zhu)(zhu)制冷能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效比2020年(nian)提(ti)升20%,公共(gong)(gong)機構(gou)單位建(jian)筑(zhu)(zhu)面(mian)積能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)和人均(jun)綜合能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)分別(bie)比2020年(nian)降低(di)(di)8%左右,累計新(xin)增建(jian)筑(zhu)(zhu)節(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)改造(zao)面(mian)積超過1000萬平方(fang)米。 18. 優(you)化建(jian)(jian)筑(zhu)(zhu)終端用(yong)(yong)能結構(gou)(gou)。提升(sheng)電(dian)力(li)在建(jian)(jian)筑(zhu)(zhu)能源消費(fei)結構(gou)(gou)中的占比,逐步減少液化石油(you)氣、天然氣等(deng)(deng)化石燃(ran)料在餐飲業(ye)、家庭炊事、生(sheng)活熱水等(deng)(deng)領域(yu)的使用(yong)(yong)。積極(ji)推(tui)進光(guang)伏建(jian)(jian)筑(zhu)(zhu)一體化建(jian)(jian)設(she),鼓勵使用(yong)(yong)太陽能熱水、空氣源熱泵等(deng)(deng)技(ji)術,探索(suo)地熱能的開發和利用(yong)(yong)。到(dao)2025年(nian),新建(jian)(jian)公共(gong)機構(gou)(gou)建(jian)(jian)筑(zhu)(zhu)、新建(jian)(jian)廠房(fang)屋頂光(guang)伏覆蓋率力(li)爭達到(dao)50%;到(dao)2030年(nian),民用(yong)(yong)建(jian)(jian)筑(zhu)(zhu)能源消費(fei)中電(dian)力(li)消耗占比達到(dao)85%以(yi)上。 (五)交通運輸綠色(se)低(di)碳(tan)發展行動。 交通(tong)運輸(shu)是全(quan)市碳排放(fang)主要領域(yu)(yu)之(zhi)一,要加快建立綠色低碳運輸(shu)體系,推(tui)動綜合交通(tong)樞紐功能持(chi)續增強,確(que)保交通(tong)運輸(shu)領域(yu)(yu)碳排放(fang)增長保持(chi)在合理區間。 19. 進(jin)一步優化(hua)交(jiao)通運(yun)(yun)(yun)(yun)輸結構。大(da)(da)力發展(zhan)多(duo)式聯運(yun)(yun)(yun)(yun),以(yi)海鐵聯運(yun)(yun)(yun)(yun)、江海聯運(yun)(yun)(yun)(yun)等為(wei)重(zhong)點(dian),推(tui)動實現鐵水、公(gong)水、空鐵多(duo)式聯運(yun)(yun)(yun)(yun)“一單制”和“一箱到(dao)底”。加快大(da)(da)宗貨物和中長(chang)距離貨物運(yun)(yun)(yun)(yun)輸“公(gong)轉鐵”“公(gong)轉水”。引(yin)導航(hang)空企業加強(qiang)智(zhi)慧運(yun)(yun)(yun)(yun)行,優化(hua)航(hang)線布(bu)局(ju),合(he)理配置機型,推(tui)進(jin)系(xi)統化(hua)節能(neng)(neng)降碳。建設以(yi)高速(su)(su)鐵路、城(cheng)(cheng)際(ji)鐵路為(wei)主(zhu)體的大(da)(da)容量快速(su)(su)低碳客運(yun)(yun)(yun)(yun)服務(wu)體系(xi)。加快物流配送綠色發展(zhan),推(tui)進(jin)集約高效、綠色智(zhi)能(neng)(neng)的城(cheng)(cheng)市物流配送服務(wu)模式創新(xin)。打(da)造高效便捷舒適的公(gong)共交(jiao)通服務(wu)體系(xi),強(qiang)化(hua)常(chang)規公(gong)交(jiao)與軌(gui)道交(jiao)通的無(wu)縫銜接。“十四五”期間,廣州港集裝(zhuang)箱海鐵聯運(yun)(yun)(yun)(yun)量年(nian)均增長(chang)22%以(yi)上。到(dao)2025年(nian),中心城(cheng)(cheng)區軌(gui)道交(jiao)通站點(dian)800米半徑服務(wu)覆蓋(gai)率達65%以(yi)上,中心城(cheng)(cheng)區綠色出行比例不低于80%。 堅持創(chuang)(chuang)新(xin)(xin)第一(yi)動力,進一(yi)步完善綠色(se)低(di)碳科(ke)技創(chuang)(chuang)新(xin)(xin)體制機制,持續提升(sheng)創(chuang)(chuang)新(xin)(xin)能(neng)力,優化科(ke)技創(chuang)(chuang)新(xin)(xin)生(sheng)態圈,加大低(di)碳技術研發(fa)和推(tui)廣(guang)力度,充分(fen)發(fa)揮科(ke)技創(chuang)(chuang)新(xin)(xin)支撐引(yin)領作用。 加強低(di)碳(tan)(tan)科技(ji)創(chuang)新能(neng)力建(jian)設(she)(she)。積極指導節能(neng)低(di)碳(tan)(tan)領域相關單位申報國家和省(sheng)級重點(dian)實驗室,大力推(tui)動南(nan)方(fang)海洋科學與工程廣東省(sheng)實驗室(廣州(zhou))的建(jian)設(she)(she)。加快推(tui)進粵港(gang)澳大灣區(qu)國際科技(ji)創(chuang)新中(zhong)(zhong)心的高(gao)質量建(jian)設(she)(she),強化與港(gang)澳及國際綠色低(di)碳(tan)(tan)技(ji)術創(chuang)新主體的跨區(qu)域合作。依(yi)托在穗高(gao)校、科研院所、企業等建(jian)設(she)(she)一批碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)(zhong)和市級重點(dian)實驗室、技(ji)術研發中(zhong)(zhong)心等創(chuang)新平臺,支持行業龍頭企業聯(lian)合高(gao)校、科研院所和上下(xia)游企業共建(jian)綠色低(di)碳(tan)(tan)產(chan)(chan)業創(chuang)新中(zhong)(zhong)心,推(tui)動產(chan)(chan)學研用(yong)深度融(rong)合。 強化(hua)(hua)碳達(da)峰碳中和(he)(he)關(guan)鍵(jian)核心(xin)技(ji)(ji)(ji)術(shu)攻關(guan)和(he)(he)推(tui)廣(guang)應用(yong)(yong)(yong)。組織節(jie)(jie)能降碳關(guan)鍵(jian)技(ji)(ji)(ji)術(shu)、“卡脖(bo)子(zi)”技(ji)(ji)(ji)術(shu)攻關(guan),聚焦可再(zai)生(sheng)能源(yuan)高效利用(yong)(yong)(yong)、節(jie)(jie)能、氫能、新(xin)型電力系(xi)統、近零能耗建筑(zhu)等(deng)重點領域,開展應用(yong)(yong)(yong)基(ji)礎研究。組織天然(ran)氣水合物(wu)開發(fa)利用(yong)(yong)(yong)、生(sheng)物(wu)燃油制備、二氧化(hua)(hua)碳捕集利用(yong)(yong)(yong)與(yu)封存(cun)等(deng)低(di)碳前沿技(ji)(ji)(ji)術(shu)研發(fa),為國家(jia)和(he)(he)省低(di)碳零碳負碳技(ji)(ji)(ji)術(shu)研發(fa)貢獻廣(guang)州力量。強化(hua)(hua)企業(ye)(ye)創(chuang)新(xin)主體(ti)地(di)位(wei),積極開展綠色低(di)碳新(xin)技(ji)(ji)(ji)術(shu)的(de)示范應用(yong)(yong)(yong),加大先進(jin)成(cheng)熟綠色低(di)碳技(ji)(ji)(ji)術(shu)的(de)推(tui)廣(guang)力度,推(tui)動電力、石化(hua)(hua)等(deng)行業(ye)(ye)建設(she)二氧化(hua)(hua)碳捕集利用(yong)(yong)(yong)與(yu)封存(cun)全流程、集成(cheng)化(hua)(hua)、規(gui)模化(hua)(hua)示范項(xiang)目,加快冰蓄冷等(deng)儲能技(ji)(ji)(ji)術(shu)的(de)推(tui)廣(guang)應用(yong)(yong)(yong)。 25. 加(jia)大專業(ye)人(ren)才(cai)隊伍建(jian)設力度。加(jia)大綠(lv)色低碳(tan)相(xiang)關(guan)專業(ye)高(gao)精尖人(ren)才(cai)引進力度,加(jia)快培(pei)養一(yi)批碳(tan)達峰碳(tan)中和領域國際一(yi)流學(xue)(xue)者、學(xue)(xue)科(ke)帶(dai)頭人(ren)和高(gao)水平科(ke)研團隊。鼓勵在(zai)穗高(gao)校加(jia)快綠(lv)色低碳(tan)相(xiang)關(guan)學(xue)(xue)科(ke)、學(xue)(xue)院建(jian)設,建(jian)立多學(xue)(xue)科(ke)交叉(cha)的綠(lv)色低碳(tan)人(ren)才(cai)培(pei)養體(ti)系。深化產教融合,支持高(gao)校、科(ke)研院所(suo)和科(ke)技創新企業(ye)合作(zuo),培(pei)養建(jian)設本地低碳(tan)產業(ye)青年創新人(ren)才(cai)隊伍。 (七)綠(lv)色(se)要素市(shi)場交易體系建設行動(dong)。 建立(li)健全(quan)(quan)碳(tan)排放權交易、生態產品(pin)價值實現等有利于綠色低碳(tan)發展(zhan)的市場(chang)體(ti)系(xi),全(quan)(quan)面激發節能降碳(tan)市場(chang)活力(li)。 26. 大力推動碳排放權交易市場建設。按要求組織重點排放企業參加全國、廣東省碳排放權交易,做好碳排放信息報告與核查、配額清繳履約等工作。積極參與全國、廣東省碳排放權交易市場建設,鼓勵單位和個人開發核證自愿減排項目,參與碳排放交易。以
