城鄉建設領域碳達峰實施方案
城(cheng)(cheng)鄉(xiang)建設(she)是碳(tan)排放的主要(yao)領域(yu)(yu)(yu)之(zhi)一(yi)。隨著城(cheng)(cheng)鎮化(hua)快速推進和(he)產業(ye)結構深度調整,城(cheng)(cheng)鄉(xiang)建設(she)領域(yu)(yu)(yu)碳(tan)排放量及其占全社(she)會碳(tan)排放總(zong)量比例均將(jiang)進一(yi)步(bu)提高。為深入(ru)貫徹落(luo)實(shi)黨中央(yang)、國(guo)務(wu)院關于碳(tan)達(da)峰碳(tan)中和(he)決策部署(shu),控制城(cheng)(cheng)鄉(xiang)建設(she)領域(yu)(yu)(yu)碳(tan)排放量增長,切實(shi)做(zuo)好(hao)城(cheng)(cheng)鄉(xiang)建設(she)領域(yu)(yu)(yu)碳(tan)達(da)峰工作(zuo)(zuo),根據《中共中央(yang) 國(guo)務(wu)院關于完整準確全面貫徹新發展(zhan)理念做(zuo)好(hao)碳(tan)達(da)峰碳(tan)中和(he)工作(zuo)(zuo)的意見(jian)》、《2030年前(qian)碳(tan)達(da)峰行動方案》,制定本實(shi)施(shi)方案。
一、總(zong)體要求
(一)指導思想。以習近平(ping)新(xin)(xin)時代中國(guo)特色(se)社會主(zhu)義思想為指導,全面(mian)貫(guan)徹黨的(de)十九大和十九屆歷次全會精神,深入貫(guan)徹習近平(ping)生態文(wen)明思想,按(an)照黨中央、國(guo)務院決策部署,堅(jian)持(chi)(chi)穩中求進工作總基調,立足(zu)(zu)新(xin)(xin)發(fa)展階段,完(wan)整、準確、全面(mian)貫(guan)徹新(xin)(xin)發(fa)展理念,構建(jian)新(xin)(xin)發(fa)展格局(ju),堅(jian)持(chi)(chi)生態優(you)先、節約優(you)先、保護優(you)先,堅(jian)持(chi)(chi)人(ren)與自然(ran)和諧共生,堅(jian)持(chi)(chi)系(xi)統觀念,統籌發(fa)展和安全,以綠色(se)低碳(tan)(tan)發(fa)展為引領,推進城(cheng)市更新(xin)(xin)行(xing)動和鄉村建(jian)設(she)(she)行(xing)動,加快轉變城(cheng)鄉建(jian)設(she)(she)方式,提升綠色(se)低碳(tan)(tan)發(fa)展質量,不斷滿足(zu)(zu)人(ren)民群眾(zhong)對(dui)美(mei)好生活的(de)需要。
(二)工(gong)(gong)作(zuo)原則。堅持系統謀劃、分(fen)(fen)步(bu)實施,加強(qiang)頂層設(she)計,強(qiang)化結果控制,合理(li)確(que)定(ding)工(gong)(gong)作(zuo)節奏,統籌推(tui)(tui)進實現碳達(da)峰。堅持因地制宜,區分(fen)(fen)城市(shi)、鄉村、不(bu)同氣候區,科學確(que)定(ding)節能降碳要求。堅持創(chuang)新引領、轉型發(fa)展,加強(qiang)核心技術(shu)攻堅,完善技術(shu)體系,強(qiang)化機(ji)(ji)制創(chuang)新,完善城鄉建(jian)(jian)設(she)碳減排管(guan)理(li)制度。堅持雙(shuang)輪驅動、共(gong)同發(fa)力,充分(fen)(fen)發(fa)揮政府主(zhu)導和市(shi)場(chang)機(ji)(ji)制作(zuo)用,形(xing)成有效(xiao)的激勵約束機(ji)(ji)制,實施共(gong)建(jian)(jian)共(gong)享,協同推(tui)(tui)進各項工(gong)(gong)作(zuo)。
(三)主(zhu)要目標。2030年前,城(cheng)鄉(xiang)建(jian)設(she)領域碳(tan)排放達(da)到(dao)峰值。城(cheng)鄉(xiang)建(jian)設(she)綠色低碳(tan)發展(zhan)政策(ce)體系(xi)和體制機制基(ji)(ji)本建(jian)立;建(jian)筑(zhu)節(jie)能(neng)、垃圾資源化利(li)用(yong)等水平(ping)大(da)幅提高(gao),能(neng)源資源利(li)用(yong)效率達(da)到(dao)國際先(xian)進水平(ping);用(yong)能(neng)結構和方(fang)式更(geng)加(jia)優化,可再生(sheng)能(neng)源應用(yong)更(geng)加(jia)充分;城(cheng)鄉(xiang)建(jian)設(she)方(fang)式綠色低碳(tan)轉型(xing)取得積極進展(zhan),"大(da)量(liang)(liang)(liang)建(jian)設(she)、大(da)量(liang)(liang)(liang)消耗、大(da)量(liang)(liang)(liang)排放"基(ji)(ji)本扭轉;城(cheng)市整體性(xing)、系(xi)統(tong)性(xing)、生(sheng)長性(xing)增強,"城(cheng)市病"問題初(chu)步解(jie)決;建(jian)筑(zhu)品質和工程(cheng)質量(liang)(liang)(liang)進一步提高(gao),人居(ju)環境質量(liang)(liang)(liang)大(da)幅改善;綠色生(sheng)活方(fang)式普(pu)遍形成,綠色低碳(tan)運行(xing)初(chu)步實現。
力(li)爭(zheng)到(dao)2060年前,城(cheng)鄉建設(she)方式全面(mian)(mian)實(shi)(shi)現(xian)綠色低碳(tan)轉型,系統性變革(ge)全面(mian)(mian)實(shi)(shi)現(xian),美好人居環境全面(mian)(mian)建成(cheng),城(cheng)鄉建設(she)領(ling)域碳(tan)排放治理現(xian)代化全面(mian)(mian)實(shi)(shi)現(xian),人民生活更加幸福。
二(er)、建設綠色低碳(tan)城市
(四)優化(hua)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)結構和(he)(he)布局(ju)。城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)形態(tai)、密(mi)(mi)度、功(gong)能(neng)布局(ju)和(he)(he)建(jian)(jian)設(she)方(fang)式對碳減排具有(you)基礎(chu)性重(zhong)要影響。積極開展(zhan)綠(lv)色低(di)碳城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)建(jian)(jian)設(she),推(tui)動組團(tuan)(tuan)式發展(zhan)。每個(ge)組團(tuan)(tuan)面積不(bu)超(chao)(chao)過(guo)50平(ping)方(fang)公里(li),組團(tuan)(tuan)內平(ping)均人口密(mi)(mi)度原(yuan)則上(shang)不(bu)超(chao)(chao)過(guo)1萬人/平(ping)方(fang)公里(li),個(ge)別(bie)地段最(zui)高不(bu)超(chao)(chao)過(guo)1.5萬人/平(ping)方(fang)公里(li)。加強生(sheng)(sheng)態(tai)廊(lang)(lang)道、景觀視廊(lang)(lang)、通(tong)風(feng)廊(lang)(lang)道、濱(bin)水(shui)空(kong)(kong)間和(he)(he)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)綠(lv)道統籌(chou)布局(ju),留(liu)足(zu)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)河湖生(sheng)(sheng)態(tai)空(kong)(kong)間和(he)(he)防洪排澇空(kong)(kong)間,組團(tuan)(tuan)間的生(sheng)(sheng)態(tai)廊(lang)(lang)道應貫(guan)通(tong)連續,凈(jing)寬度不(bu)少于100米。推(tui)動城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)生(sheng)(sheng)態(tai)修復,完(wan)善城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)生(sheng)(sheng)態(tai)系統。嚴格(ge)控(kong)制新(xin)(xin)(xin)建(jian)(jian)超(chao)(chao)高層(ceng)建(jian)(jian)筑(zhu)(zhu),一(yi)般不(bu)得新(xin)(xin)(xin)建(jian)(jian)超(chao)(chao)高層(ceng)住(zhu)宅(zhai)。新(xin)(xin)(xin)城(cheng)(cheng)(cheng)(cheng)新(xin)(xin)(xin)區合(he)理控(kong)制職住(zhu)比例,促進(jin)就業崗(gang)位和(he)(he)居(ju)住(zhu)空(kong)(kong)間均衡融合(he)布局(ju)。合(he)理布局(ju)城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)快速干線交通(tong)、生(sheng)(sheng)活性集(ji)(ji)散交通(tong)和(he)(he)綠(lv)色慢行交通(tong)設(she)施,主城(cheng)(cheng)(cheng)(cheng)區道路網(wang)密(mi)(mi)度應大于8公里(li)/平(ping)方(fang)公里(li)。嚴格(ge)既有(you)建(jian)(jian)筑(zhu)(zhu)拆(chai)除(chu)管理,堅(jian)持從"拆(chai)改留(liu)"到"留(liu)改拆(chai)"推(tui)動城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更(geng)(geng)新(xin)(xin)(xin),除(chu)違法建(jian)(jian)筑(zhu)(zhu)和(he)(he)經(jing)專業機構鑒定為危(wei)房且無修繕保(bao)留(liu)價值的建(jian)(jian)筑(zhu)(zhu)外,不(bu)大規(gui)模、成片集(ji)(ji)中(zhong)拆(chai)除(chu)現狀建(jian)(jian)筑(zhu)(zhu),城(cheng)(cheng)(cheng)(cheng)市(shi)(shi)更(geng)(geng)新(xin)(xin)(xin)單元(片區)或項(xiang)目內拆(chai)除(chu)建(jian)(jian)筑(zhu)(zhu)面積原(yuan)則上(shang)不(bu)應大于現狀總建(jian)(jian)筑(zhu)(zhu)面積的20%。盤活存(cun)量(liang)房屋,減少各類空(kong)(kong)置房。
(五)開展綠(lv)(lv)(lv)(lv)色低碳(tan)社(she)(she)(she)區(qu)(qu)建(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)。社(she)(she)(she)區(qu)(qu)是(shi)形(xing)成簡(jian)約適度、綠(lv)(lv)(lv)(lv)色低碳(tan)、文(wen)明(ming)健康(kang)生活(huo)方(fang)式的(de)重要場所。推廣功能復合的(de)混合街區(qu)(qu),倡導(dao)(dao)居(ju)(ju)住、商(shang)業(ye)(ye)、無污染產業(ye)(ye)等混合布局。按照(zhao)《完(wan)整(zheng)居(ju)(ju)住社(she)(she)(she)區(qu)(qu)建(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)標準(zhun)(試行)》配建(jian)(jian)(jian)(jian)(jian)(jian)基本公(gong)共(gong)服務(wu)(wu)(wu)設(she)(she)施(shi)、便民商(shang)業(ye)(ye)服務(wu)(wu)(wu)設(she)(she)施(shi)、市政(zheng)配套基礎設(she)(she)施(shi)和(he)公(gong)共(gong)活(huo)動(dong)(dong)空間(jian),到2030年地級及(ji)以上城市的(de)完(wan)整(zheng)居(ju)(ju)住社(she)(she)(she)區(qu)(qu)覆蓋率提高到60%以上。通過步(bu)行和(he)騎行網絡串聯(lian)若干個居(ju)(ju)住社(she)(she)(she)區(qu)(qu),構(gou)建(jian)(jian)(jian)(jian)(jian)(jian)十五分(fen)鐘生活(huo)圈。推進綠(lv)(lv)(lv)(lv)色社(she)(she)(she)區(qu)(qu)創建(jian)(jian)(jian)(jian)(jian)(jian)行動(dong)(dong),將綠(lv)(lv)(lv)(lv)色發(fa)展理念貫(guan)穿社(she)(she)(she)區(qu)(qu)規(gui)劃建(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)管理全(quan)過程,60%的(de)城市社(she)(she)(she)區(qu)(qu)先(xian)行達到創建(jian)(jian)(jian)(jian)(jian)(jian)要求(qiu)(qiu)。探索零碳(tan)社(she)(she)(she)區(qu)(qu)建(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)。鼓(gu)勵(li)(li)物業(ye)(ye)服務(wu)(wu)(wu)企(qi)業(ye)(ye)向業(ye)(ye)主(zhu)提供(gong)居(ju)(ju)家(jia)養(yang)老、家(jia)政(zheng)、托幼、健身(shen)、購物等生活(huo)服務(wu)(wu)(wu),在步(bu)行范圍內滿足業(ye)(ye)主(zhu)基本生活(huo)需求(qiu)(qiu)。鼓(gu)勵(li)(li)選用(yong)色家(jia)電產品,減少使用(yong)一次性消費品。鼓(gu)勵(li)(li)"部分(fen)空間(jian)、部分(fen)時(shi)間(jian)"等綠(lv)(lv)(lv)(lv)色低碳(tan)用(yong)能方(fang)式,倡導(dao)(dao)隨手關(guan)燈(deng),電視機、空調(diao)、電腦等電器不用(yong)時(shi)關(guan)閉插(cha)座電源。鼓(gu)勵(li)(li)選用(yong)新能源汽車,推進社(she)(she)(she)區(qu)(qu)充換(huan)電設(she)(she)施(shi)建(jian)(jian)(jian)(jian)(jian)(jian)設(she)(she)。
(六)全(quan)(quan)面提(ti)高綠色(se)低碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)水(shui)平。持續(xu)開展綠色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)創建(jian)(jian)(jian)行動(dong),到(dao)(dao)2025年(nian),城(cheng)(cheng)鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)(quan)面執行綠色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標準,星級(ji)綠色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)占比達到(dao)(dao)30%以上(shang),新建(jian)(jian)(jian)政府(fu)投資(zi)公(gong)益性公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和(he)大型公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)(quan)部(bu)達到(dao)(dao)一星級(ji)以上(shang)。2030年(nian)前(qian)嚴寒、寒冷(leng)(leng)地區新建(jian)(jian)(jian)居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)本(ben)體達到(dao)(dao)83%節(jie)能(neng)(neng)(neng)(neng)要(yao)(yao)求,夏(xia)熱冬冷(leng)(leng)、夏(xia)熱冬暖、溫和(he)地區新建(jian)(jian)(jian)居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)本(ben)體達到(dao)(dao)75%節(jie)能(neng)(neng)(neng)(neng)要(yao)(yao)求,新建(jian)(jian)(jian)公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)本(ben)體達到(dao)(dao)78%節(jie)能(neng)(neng)(neng)(neng)要(yao)(yao)求。推(tui)動(dong)低碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)規(gui)(gui)模化發展,鼓勵建(jian)(jian)(jian)設零(ling)碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和(he)近零(ling)能(neng)(neng)(neng)(neng)耗建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)。加強節(jie)能(neng)(neng)(neng)(neng)改(gai)(gai)造(zao)鑒定評估,編制(zhi)改(gai)(gai)造(zao)專項規(gui)(gui)劃,對(dui)具備改(gai)(gai)造(zao)價值和(he)條件的(de)居(ju)住(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)要(yao)(yao)應(ying)改(gai)(gai)盡改(gai)(gai),改(gai)(gai)造(zao)部(bu)分(fen)節(jie)能(neng)(neng)(neng)(neng)水(shui)平應(ying)達到(dao)(dao)現行標準規(gui)(gui)定。持續(xu)推(tui)進公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)效提(ti)升(sheng)重點城(cheng)(cheng)市建(jian)(jian)(jian)設,到(dao)(dao)2030年(nian)地級(ji)以上(shang)重點城(cheng)(cheng)市全(quan)(quan)部(bu)完成改(gai)(gai)造(zao)任(ren)務,改(gai)(gai)造(zao)后實(shi)(shi)現整體能(neng)(neng)(neng)(neng)效提(ti)升(sheng)20%以上(shang)。推(tui)進公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗監測和(he)統計分(fen)析,逐(zhu)步實(shi)(shi)施(shi)能(neng)(neng)(neng)(neng)耗限額(e)管理。加強空調(diao)、照明、電(dian)梯(ti)等重點用能(neng)(neng)(neng)(neng)設備運行調(diao)適,提(ti)升(sheng)設備能(neng)(neng)(neng)(neng)效,到(dao)(dao)2030年(nian)實(shi)(shi)現公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)機電(dian)系統的(de)總(zong)體能(neng)(neng)(neng)(neng)效在現有(you)水(shui)平上(shang)提(ti)升(sheng)10%。
(七(qi))建(jian)設綠色低碳住(zhu)(zhu)(zhu)(zhu)宅。提升(sheng)(sheng)住(zhu)(zhu)(zhu)(zhu)宅品(pin)質,積(ji)極發展中小戶(hu)型普通(tong)住(zhu)(zhu)(zhu)(zhu)宅,限制發展超(chao)大(da)戶(hu)型住(zhu)(zhu)(zhu)(zhu)宅。依據(ju)當地氣候條件(jian),合(he)理確定住(zhu)(zhu)(zhu)(zhu)宅朝向、窗墻比和(he)體(ti)形系(xi)數,降(jiang)低住(zhu)(zhu)(zhu)(zhu)宅能耗(hao)。合(he)理布局居住(zhu)(zhu)(zhu)(zhu)生活空間(jian)(jian),鼓勵大(da)開間(jian)(jian)、小進(jin)深,充分利用日照和(he)自然通(tong)風(feng)。推行靈活可(ke)(ke)變的居住(zhu)(zhu)(zhu)(zhu)空間(jian)(jian)設計(ji),減少(shao)改造(zao)或拆除造(zao)成的資源浪費。推動新建(jian)住(zhu)(zhu)(zhu)(zhu)宅全裝(zhuang)修(xiu)交付使(shi)(shi)用,減少(shao)資源消(xiao)耗(hao)和(he)環(huan)境污染。積(ji)極推廣裝(zhuang)配化(hua)裝(zhuang)修(xiu),推行整體(ti)衛浴和(he)廚(chu)房等模塊化(hua)部品(pin)應用技術(shu),實現部品(pin)部件(jian)可(ke)(ke)拆改、可(ke)(ke)循(xun)環(huan)使(shi)(shi)用。提高共用設施設備(bei)維修(xiu)養護水平,提升(sheng)(sheng)智能化(hua)程度。加強住(zhu)(zhu)(zhu)(zhu)宅共用部位維護管理,延長住(zhu)(zhu)(zhu)(zhu)宅使(shi)(shi)用壽命(ming)。

(十一)提升縣城綠色低(di)碳水平。開展(zhan)綠色低(di)碳縣城建(jian)(jian)(jian)設(she),構建(jian)(jian)(jian)集(ji)(ji)約節(jie)約、尺度(du)(du)(du)宜(yi)人(ren)的(de)縣城格(ge)局。充(chong)分借助自然(ran)條件、順應(ying)原有地(di)形地(di)貌,實(shi)現縣城與(yu)(yu)自然(ran)環境(jing)融合(he)協調。結(jie)合(he)實(shi)際推行(xing)大(da)分散與(yu)(yu)小區(qu)域集(ji)(ji)中相結(jie)合(he)的(de)基礎設(she)施分布式(shi)布局,建(jian)(jian)(jian)設(she)綠色節(jie)約型基礎設(she)施。要因地(di)制宜(yi)強(qiang)化縣城建(jian)(jian)(jian)設(she)密(mi)度(du)(du)(du)與(yu)(yu)強(qiang)度(du)(du)(du)管控,位于生態(tai)功能區(qu)、農產品主(zhu)產區(qu)的(de)縣城建(jian)(jian)(jian)成(cheng)區(qu)人(ren)口(kou)密(mi)度(du)(du)(du)控制在0.6—1萬(wan)人(ren)/平方(fang)公里,建(jian)(jian)(jian)筑(zhu)總(zong)面(mian)積(ji)與(yu)(yu)建(jian)(jian)(jian)設(she)用地(di)比值(zhi)控制在0.6—0.8;建(jian)(jian)(jian)筑(zhu)高度(du)(du)(du)要與(yu)(yu)消(xiao)(xiao)防(fang)救(jiu)援能力相匹配(pei),新建(jian)(jian)(jian)住宅(zhai)以(yi)(yi)6層(ceng)(ceng)為主(zhu),最(zui)高不超(chao)過18層(ceng)(ceng),6層(ceng)(ceng)及以(yi)(yi)下(xia)住宅(zhai)建(jian)(jian)(jian)筑(zhu)面(mian)積(ji)占比應(ying)不低(di)于70%;確需建(jian)(jian)(jian)設(she)18層(ceng)(ceng)以(yi)(yi)上(shang)居(ju)住建(jian)(jian)(jian)筑(zhu)的(de),應(ying)嚴格(ge)充(chong)分論證,并確保消(xiao)(xiao)防(fang)應(ying)急、市(shi)政配(pei)套設(she)施等建(jian)(jian)(jian)設(she)到位;推行(xing)"窄馬路、密(mi)路網、小街區(qu)",縣城內部道路紅線寬度(du)(du)(du)不超(chao)過40米(mi),廣場集(ji)(ji)中硬地(di)面(mian)積(ji)不超(chao)過2公頃,步行(xing)道網絡應(ying)連(lian)續通暢(chang)。
(十二)營造自然(ran)緊(jin)湊鄉村(cun)(cun)格局。合理布(bu)局鄉村(cun)(cun)建(jian)(jian)(jian)設,保護(hu)鄉村(cun)(cun)生態環境,減(jian)少資源能源消耗。開展綠色低(di)碳村(cun)(cun)莊建(jian)(jian)(jian)設,提升鄉村(cun)(cun)生態和環境質(zhi)量(liang)。農房和村(cun)(cun)莊建(jian)(jian)(jian)設選址要安全(quan)可靠,順(shun)應地形地貌(mao),保護(hu)山水(shui)林田(tian)湖草沙生態脈絡。鼓(gu)勵新建(jian)(jian)(jian)農房向基礎(chu)設施完善、自然(ran)條件(jian)優越、公共服務設施齊全(quan)、景觀環境優美的村(cun)(cun)莊聚集,農房群落(luo)自然(ran)、緊(jin)湊、有序。
(十(shi)三)推(tui)進(jin)(jin)綠(lv)色低(di)碳(tan)農(nong)(nong)房(fang)(fang)(fang)建(jian)(jian)設(she)(she)。提(ti)升農(nong)(nong)房(fang)(fang)(fang)綠(lv)色低(di)碳(tan)設(she)(she)計建(jian)(jian)造(zao)(zao)水平(ping),提(ti)高(gao)農(nong)(nong)房(fang)(fang)(fang)能效(xiao)水平(ping),到2030年建(jian)(jian)成一批綠(lv)色農(nong)(nong)房(fang)(fang)(fang),鼓(gu)勵(li)建(jian)(jian)設(she)(she)星級綠(lv)色農(nong)(nong)房(fang)(fang)(fang)和零碳(tan)農(nong)(nong)房(fang)(fang)(fang)。按照(zhao)結(jie)構(gou)(gou)(gou)安(an)全、功能完善、節能降(jiang)碳(tan)等(deng)要求(qiu),制(zhi)定和完善農(nong)(nong)房(fang)(fang)(fang)建(jian)(jian)設(she)(she)相(xiang)(xiang)關標(biao)準(zhun)。引導新建(jian)(jian)農(nong)(nong)房(fang)(fang)(fang)執行《農(nong)(nong)村居(ju)住建(jian)(jian)筑節能設(she)(she)計標(biao)準(zhun)》等(deng)相(xiang)(xiang)關標(biao)準(zhun),完善農(nong)(nong)房(fang)(fang)(fang)節能措施,因(yin)地(di)制(zhi)宜推(tui)廣太(tai)陽能暖房(fang)(fang)(fang)等(deng)可再生能源利(li)用方(fang)式。推(tui)廣使(shi)用高(gao)能效(xiao)照(zhao)明、灶具(ju)等(deng)設(she)(she)施設(she)(she)備。鼓(gu)勵(li)就地(di)取(qu)(qu)材(cai)和利(li)用鄉土材(cai)料,推(tui)廣使(shi)用綠(lv)色建(jian)(jian)材(cai),鼓(gu)勵(li)選用裝(zhuang)配式鋼(gang)結(jie)構(gou)(gou)(gou)、木結(jie)構(gou)(gou)(gou)等(deng)建(jian)(jian)造(zao)(zao)方(fang)式。大力推(tui)進(jin)(jin)北方(fang)地(di)區(qu)農(nong)(nong)村清潔取(qu)(qu)暖。在北方(fang)地(di)區(qu)冬(dong)季清潔取(qu)(qu)暖項(xiang)目中積極推(tui)進(jin)(jin)農(nong)(nong)房(fang)(fang)(fang)節能改(gai)(gai)造(zao)(zao),提(ti)高(gao)常住房(fang)(fang)(fang)間舒適(shi)性,改(gai)(gai)造(zao)(zao)后實現整體能效(xiao)提(ti)升30%以(yi)上。
(十四(si))推(tui)進(jin)生活(huo)(huo)垃(la)圾污(wu)水治(zhi)理低碳化(hua)。推(tui)進(jin)農(nong)村(cun)(cun)污(wu)水處理,合理確定排(pai)放標準,推(tui)動(dong)農(nong)村(cun)(cun)生活(huo)(huo)污(wu)水就(jiu)近就(jiu)地資源化(hua)利用。因地制宜(yi),推(tui)廣(guang)小(xiao)型化(hua)、生態化(hua)、分散化(hua)的污(wu)水處理工藝,推(tui)行微動(dong)力、低能耗、低成本的運行方(fang)式。推(tui)動(dong)農(nong)村(cun)(cun)生活(huo)(huo)垃(la)圾分類處理,倡導農(nong)村(cun)(cun)生活(huo)(huo)垃(la)圾資源化(hua)利用,從源頭減少(shao)農(nong)村(cun)(cun)生活(huo)(huo)垃(la)圾產(chan)生量。
(十五)推(tui)(tui)廣應(ying)用(yong)可再生(sheng)(sheng)能(neng)(neng)源。推(tui)(tui)進(jin)(jin)太陽(yang)(yang)能(neng)(neng)、地(di)(di)熱能(neng)(neng)、空(kong)(kong)氣(qi)熱能(neng)(neng)、生(sheng)(sheng)物質能(neng)(neng)等(deng)可再生(sheng)(sheng)能(neng)(neng)源在鄉(xiang)(xiang)村供氣(qi)、供暖(nuan)、供電(dian)(dian)等(deng)方面的(de)應(ying)用(yong)。大力推(tui)(tui)動農(nong)房屋頂、院落空(kong)(kong)地(di)(di)、農(nong)業設(she)施(shi)加裝太陽(yang)(yang)能(neng)(neng)光(guang)伏系(xi)統。推(tui)(tui)動鄉(xiang)(xiang)村進(jin)(jin)一(yi)步提高電(dian)(dian)氣(qi)化水(shui)(shui)平(ping),鼓勵(li)炊事、供暖(nuan)、照(zhao)明、交通、熱水(shui)(shui)等(deng)用(yong)能(neng)(neng)電(dian)(dian)氣(qi)化。充分利用(yong)太陽(yang)(yang)能(neng)(neng)光(guang)熱系(xi)統提供生(sheng)(sheng)活熱水(shui)(shui),鼓勵(li)使用(yong)太陽(yang)(yang)能(neng)(neng)灶等(deng)設(she)備。
四(si)、強化(hua)保障措施
(十六)建(jian)(jian)立完善(shan)法律法規(gui)(gui)和(he)(he)標(biao)(biao)(biao)準(zhun)計(ji)量體(ti)系(xi)。推動完善(shan)城(cheng)鄉建(jian)(jian)設領(ling)(ling)域(yu)碳(tan)(tan)達峰(feng)相關法律法規(gui)(gui),建(jian)(jian)立健全碳(tan)(tan)排放管理制度,明確責(ze)任主體(ti)。建(jian)(jian)立完善(shan)節能(neng)降碳(tan)(tan)標(biao)(biao)(biao)準(zhun)計(ji)量體(ti)系(xi),制定(ding)完善(shan)綠(lv)色(se)建(jian)(jian)筑、零碳(tan)(tan)建(jian)(jian)筑、綠(lv)色(se)建(jian)(jian)造(zao)等標(biao)(biao)(biao)準(zhun)。鼓(gu)勵具(ju)備條件的(de)地區制定(ding)高于國家標(biao)(biao)(biao)準(zhun)的(de)地方工(gong)程(cheng)建(jian)(jian)設強制性標(biao)(biao)(biao)準(zhun)和(he)(he)推薦性標(biao)(biao)(biao)準(zhun)。各地根據碳(tan)(tan)排放控制目標(biao)(biao)(biao)要(yao)求(qiu)和(he)(he)產業結構情況,合理確定(ding)城(cheng)鄉建(jian)(jian)設領(ling)(ling)域(yu)碳(tan)(tan)排放控制目標(biao)(biao)(biao)。建(jian)(jian)立城(cheng)市、縣城(cheng)、社區、行政村、住(zhu)宅開發(fa)項目綠(lv)色(se)低(di)碳(tan)(tan)指標(biao)(biao)(biao)體(ti)系(xi)。完善(shan)省市公共建(jian)(jian)筑節能(neng)監(jian)管平臺,推動能(neng)源消費數據共享,加(jia)強建(jian)(jian)筑領(ling)(ling)域(yu)計(ji)量器具(ju)配(pei)備和(he)(he)管理。加(jia)強城(cheng)市、縣城(cheng)、鄉村等常住(zhu)人口調(diao)查(cha)與(yu)分析。
(十七)構建(jian)(jian)(jian)(jian)(jian)綠色低碳轉型(xing)發展(zhan)模式(shi)(shi)。以綠色低碳為目(mu)標,構建(jian)(jian)(jian)(jian)(jian)縱向到底、橫向到邊、共建(jian)(jian)(jian)(jian)(jian)共治(zhi)共享發展(zhan)模式(shi)(shi),健(jian)全政府(fu)主(zhu)導、群團帶動(dong)、社會參與(yu)機制。建(jian)(jian)(jian)(jian)(jian)立健(jian)全"一(yi)年(nian)(nian)一(yi)體(ti)檢、五(wu)年(nian)(nian)一(yi)評估(gu)"的城(cheng)市(shi)體(ti)檢評估(gu)制度。建(jian)(jian)(jian)(jian)(jian)立鄉村建(jian)(jian)(jian)(jian)(jian)設評價(jia)機制。利用建(jian)(jian)(jian)(jian)(jian)筑(zhu)信息(xi)(xi)模型(xing)(BIM)技(ji)術和城(cheng)市(shi)信息(xi)(xi)模型(xing)(CIM)平(ping)臺等(deng),推動(dong)數字建(jian)(jian)(jian)(jian)(jian)筑(zhu)、數字攣生城(cheng)市(shi)建(jian)(jian)(jian)(jian)(jian)設,加快(kuai)城(cheng)鄉建(jian)(jian)(jian)(jian)(jian)設數字化轉型(xing)。大力發展(zhan)節(jie)能服務產業(ye),推廣合同能源管(guan)理,探索節(jie)能咨詢、診斷、設計、融資、改(gai)造、托管(guan)等(deng)"一(yi)站式(shi)(shi)"綜合服務模式(shi)(shi)。
(十(shi)八)建(jian)立產學(xue)研(yan)一(yi)體化機制。組織開展基礎研(yan)究、關鍵(jian)核心技(ji)術(shu)(shu)攻關、工程(cheng)示范和產業(ye)化應用(yong),推動(dong)科技(ji)研(yan)發、成果轉(zhuan)化、產業(ye)培育協同發展。整合(he)優化行業(ye)產學(xue)研(yan)科技(ji)資源(yuan),推動(dong)高水平創新(xin)(xin)團隊和創新(xin)(xin)平臺建(jian)設,加強創新(xin)(xin)型領軍企業(ye)培育。鼓勵(li)支持領軍企業(ye)聯合(he)高校(xiao)、科研(yan)院所(suo)、產業(ye)園區、金融機構(gou)等力量(liang),組建(jian)產業(ye)技(ji)術(shu)(shu)創新(xin)(xin)聯盟等多種(zhong)形(xing)式的創新(xin)(xin)聯合(he)體。鼓勵(li)高校(xiao)增(zeng)設碳達(da)峰(feng)碳中和相關課程(cheng),加強人(ren)才隊伍建(jian)設。
(十九(jiu))完善(shan)(shan)金融(rong)財(cai)政(zheng)(zheng)支(zhi)持政(zheng)(zheng)策(ce)(ce)。完善(shan)(shan)支(zhi)持城鄉建(jian)(jian)設(she)領域碳達峰的(de)相關財(cai)政(zheng)(zheng)政(zheng)(zheng)策(ce)(ce),落實稅(shui)收優惠政(zheng)(zheng)策(ce)(ce)。完善(shan)(shan)綠(lv)(lv)色(se)(se)(se)建(jian)(jian)筑和(he)綠(lv)(lv)色(se)(se)(se)建(jian)(jian)材政(zheng)(zheng)府(fu)(fu)采(cai)購需求標準,在政(zheng)(zheng)府(fu)(fu)采(cai)購領域推廣綠(lv)(lv)色(se)(se)(se)建(jian)(jian)筑和(he)綠(lv)(lv)色(se)(se)(se)建(jian)(jian)材應(ying)用。強化綠(lv)(lv)色(se)(se)(se)金融(rong)支(zhi)持,鼓勵銀行業金融(rong)機構(gou)在風(feng)(feng)險(xian)(xian)可控(kong)和(he)商(shang)業自(zi)主原則下,創新(xin)信貸產品(pin)和(he)服務(wu)支(zhi)持城鄉建(jian)(jian)設(she)領域節能降碳。鼓勵開發商(shang)投(tou)保(bao)(bao)全(quan)裝修住宅質量(liang)(liang)保(bao)(bao)險(xian)(xian),強化保(bao)(bao)險(xian)(xian)支(zhi)持,發揮綠(lv)(lv)色(se)(se)(se)保(bao)(bao)險(xian)(xian)產品(pin)的(de)風(feng)(feng)險(xian)(xian)保(bao)(bao)障作用。合(he)理開放(fang)城鎮基(ji)礎(chu)設(she)施(shi)投(tou)資(zi)、建(jian)(jian)設(she)和(he)運(yun)營市場,應(ying)用特許經營、政(zheng)(zheng)府(fu)(fu)購買(mai)服務(wu)等手段吸引社(she)會(hui)資(zi)本投(tou)入。完善(shan)(shan)差別(bie)電價、分時(shi)電價和(he)居民階梯電價政(zheng)(zheng)策(ce)(ce),加快(kuai)推進(jin)供熱計(ji)量(liang)(liang)和(he)按供熱量(liang)(liang)收費。
五、加強組織實(shi)施(shi)
(二十)加強組織領(ling)導(dao)。在碳達峰(feng)(feng)碳中和工作(zuo)領(ling)導(dao)小組領(ling)導(dao)下,住房(fang)和城鄉建(jian)設(she)部、國家發展改(gai)革委等部門加強協(xie)作(zuo),形(xing)成合力。各地區各有關(guan)部門要加強協(xie)調(diao),科學制定(ding)城鄉建(jian)設(she)領(ling)域碳達峰(feng)(feng)實施細(xi)化方案,明確(que)任(ren)(ren)務目標,制定(ding)責任(ren)(ren)清單。
(二十一(yi))強化任務落實(shi)。各地區(qu)(qu)各有關部門(men)要明確責任,將各項(xiang)任務落實(shi)落細,及(ji)時總(zong)結好經驗好做法(fa),扎(zha)實(shi)推進(jin)相關工作。各省(sheng)(區(qu)(qu)、市)住房和(he)城鄉建設(she)、發(fa)展改(gai)革(ge)部門(men)于(yu)每年11月底前將當年貫(guan)徹落實(shi)情況報住房和(he)城鄉建設(she)部、國(guo)家發(fa)展改(gai)革(ge)委(wei)。
(二(er)十(shi)二(er))加(jia)大培(pei)訓(xun)(xun)宣傳。將碳達峰碳中和(he)作為城(cheng)鄉建設(she)領域干(gan)部培(pei)訓(xun)(xun)重要內容,提高(gao)綠色低碳發展(zhan)(zhan)能力(li)。通過業務培(pei)訓(xun)(xun)、比賽競賽、經驗交流等(deng)多(duo)種方(fang)(fang)式(shi),提高(gao)規劃、設(she)計、施工、運行(xing)相關單(dan)位和(he)企業人才業務水平。加(jia)大對優秀項目、典(dian)型案例的(de)宣傳力(li)度,配合開(kai)(kai)展(zhan)(zhan)好"全民節能行(xing)動"、"節能宣傳周"等(deng)活(huo)動。編寫綠色生活(huo)宣傳手冊,積極(ji)倡導(dao)綠色低碳生活(huo)方(fang)(fang)式(shi),動員(yuan)社(she)會各(ge)方(fang)(fang)力(li)量參(can)(can)與降碳行(xing)動,形成社(she)會各(ge)界支持、群眾積極(ji)參(can)(can)與的(de)濃厚(hou)氛圍。開(kai)(kai)展(zhan)(zhan)減排自愿承諾,引導(dao)公眾自覺履行(xing)節能減排責任。
